COLUMBIANA COUNTY MUNICIPAL
LISBON — A Jan. 10 preliminary hearing was set in County Municipal Court for Henry J. Mills, 52, Grant Street, Salem, charged with tampering with evidence, a third-degree felony; drug paraphernalia; marked lanes and excessive muffler noise for allegedly dropping a glass pipe on the ground and stepping on it while Perry Township police were attempting to pat him down on Sunday.
A Jan. 10 preliminary hearing was set for Alan R. Summers, 55, West Egypt Road, Minerva, charged with tampering with evidence, a third-degree felony, and disrupting public service, a fourth-degree felony. On Sunday, Summers allegedly clenched a bag of possible methamphetamines in his fist and shut off the natural gas to the home of Marilyn Summers on Tuesday.
A Feb. 3 preliminary hearing was set for Ray P. Collins, 47, South Lincoln Avenue, Salem, charged with receiving stolen property, a fourth-degree felony, for allegedly having a vehicle stolen from Apache Junction, Ariz., for the past year.
A Jan. 6 preliminary hearing and pretrial was set for Michael P. Gandy Jr., 28, Rochester, Pa., cited with intimidation, a third-degree felony; as well as misdemeanor charges of marking false alarms, resisting arrest, obstructing official business and disorderly conduct. Gandy allegedly failed to cooperate with police, refused to identify himself, got into the face of officers and yelling at them and threatened that they would not go home to their families that night if they touched him. Additionally, he allegedly pulled a fire alarm while housed at the county jail.
Emily Brotherton, 29, Van Buren Avenue, Salem, was sentenced to 10 days in jail, fined $800 and had her license suspended for two years for OVI second offense, driving under suspension and a turn signals violation.
Curvin Martin, 32, West Pinelake Road, Columbiana, was fined $750 and required 40 hours community service for possession of criminal tools and disorderly conduct amened from engaging in prostitution. Martin responded to an ad and offered to pay a prostitute $100, meeting agents from the Mahoning Valley Human Trafficking Task Force at the Best Western in Columbiana on Nov. 5.
A Feb. 17 pretrial was set for Gregg D. Sedio, 49, Boardman, charged with engaging in prostitution for allegedly responding to an advertisement offering a woman 120 tramadol pills in exchange for sexual activity and arriving to meet her on Thursday, when he was met instead by agents from the Mahoning Valley Human Trafficking Task Force.
A March 7 pretrial was set for Lori A. Wheeler, 51, Massillon, cited with OVI first offense and failure to control.
Edward Robinson, 30, Niles, was sentenced to six days in jail, fined $1,175, had his license suspended for a year and required 40 hours community service for OVI first offense, failure to control and driving under suspension.
Kevin Allen Brand, 42, Canton, was fined $800, had his license suspended for a year and required 40 hours community service for OVI first offense and speeding.
Eric M. Greathouse, 29, South Lincoln Avenue, Salem, was fined $250 and credited with 17 days in jail for violating a protection order for contacting a friend, who messaged the protected person, Victoria Solomon, that Greathouse misses her, but cannot contact her because he will go back to jail.
A Feb. 3 pretrial was set for Rose M. Maldonado, 35, Continental Drive, Salem, charged with domestic violence for allegedly hitting Devin Cuthbertson multiple times in the shoulder on Sunday.
Jacob P. Davis, 27, Apple Street, Salem, was fined $150 and credited with a day in jail for disorderly conduct amended from domestic violence for causing harm to his wife, Nikki Davis, on Nov. 8.
Timothy Doak, 34, Knox School Road, Beloit, was fined $150 for disorderly conduct for punching and shattering the window of a vehicle in the 1200 block of Cedar Ridge Road on Nov. 21. A restitution hearing was set for March 3.
A Feb. 24 pretrial was set for Edwin D. Anderson, 41, Youngstown, cited with OVI, one way traffic, open container and falsification for allegedly identifying himself as Patrick Gorman of Columbiana.
Franklin A. Quinones, 34, Monaca, Pa., was fined $100 for driving with a permit without an eligible driver.
A March 8 pretrial was set for Justin Mathew Givens, 26, U.S. Route 30, Kensington, cited with failure to reinstate a license and taillights violation.
A Feb. 8 pretrial was set for Jenna E. Lane, 19, Lily Road, Alliance, cited with telecommunications harassment for allegedly contacting Yolanda Hines, calling and testing her, despite Hines blocking her number, by changing her phone number.
A driving under suspension citation against Jason T. Gilpin, 38, Fitzpatrick Avenue, Columbiana, was dismissed.
COLUMBIANA COUNTY GRAND JURY
LISBON — Chelsea A. Madison, 45, McIntosh Road, Wellsville, was served a secret indictment charging her with a second-degree felony aggravated possession of drugs, a fifth-degree felony possession of cocaine, a misdemeanor possession of drugs and three fifth-degree felony aggravated possession of drugs charges. The charges include forfeiture specifications for $663 in allegedly drug-related funds seized from her on April 15 and another $643 seized on April 12. On April 15, Madison allegedly had more than five times the bulk amount of methamphetamines and a mixture containing pregabalin. Prior to that, on April 12 she reportedly had amphetamine, cocaine, and oxycodone.
Paul L. Beaver, Jr., 32, Orchard Street, East Liverpool, was served a secret indictment charging him with possession of a fentanyl-related compound, a fifth-degree felony, for drugs allegedly in his possession on Jan. 25, 2021.
Both indictments were issued by the grand jury in December.
EAST LIVERPOOL MUNICIPAL
EAST LIVERPOOL — In East Liverpool Municipal Court, a bench warrant was issued Monday for Shawn Cunningham, 34, Columbia Street, Leetonia, who failed to show up for his court hearing on charges of possessing a drug abuse instrument, obstructing official business and criminal trespass.
Bond was reset to $5,000 cash or surety. Cunningham had been criminally trespassed from the Calcutta Walmart and was reported trespassing in the store on Dec. 30. When St. Clair Township police approached him inside the store, he ran and continued running after being warned multiple times that he would be tased if he didn’t stop. He kept running, was tased and fell to the ground, being taken into custody. A syringe was found in his pocket along with a folded paper commonly used to conceal narcotics.
A preliminary/pretrial hearing was set Jan. 4 for Cody Payne, 29, St. Clair Ave., for charges of felony domestic violence and criminal damaging, with bond continued at $50,000, for allegedly choking his girlfriend, Tera Bradley, around the neck at their East Liverpool residence on Jan. 1. He was ordered to have no contact with her. The criminal damaging charge stemmed from his alleged actions at the police station after his arrest, when he began yelling and screaming and used his feet to repeatedly kick the fingerprint station in an attempt to break it.
A pretrial was set Jan. 25 for Tammy Atkins, 50, Samuel Street, for possession of drug paraphernalia, for allegedly having a crack pipe in her possession during a traffic stop Dec. 26 in St. Clair Township. Police also noted a small clear bag with a rock substance believed to be crack cocaine was pulled from her bra.
A pretrial was set Feb. 17 for Julie Underwood, 44, St. Clair Avenue, for possession of drug paraphernalia, display of plates and a turn signal violation, for allegedly possessing a silver drug scale with white residue on it in the front of her pants during a traffic stop Dec. 20 in East Liverpool. K-9 Noras positively indicated to the odor of narcotics at the scene.
Herbert Lockhart III, 34, Chester, W.Va., was fined $150 and ordered to serve four days in jail for driving under suspension with 12 points.
Kylee Coutts, 32, Tiltonsville, was fined $110 for speeding.
